MORRISTOWN — A Hammond man was charged following two theft complaints, according to state police.
Todd J.L. Tyo, 36, was charged with third-degree grand larceny, felony, and fifth-degree criminal possession of a controlled substance, police said.
He was released on his own recognizance, officers said.
