Potsdam village board expected to move closer toward Raquette River utility crossing project start with meeting action Monday

POTSDAM — A planned project to reroute a utility crossing from the bed of the Raquette River over the water as part of a pedestrian bridge is expected to move closer to an anticipated start date when the village board meets Monday, July 15.

The village mayor and board of trustees are expected to pass several resolutions on various preliminary steps in the project at the meeting which starts at 4:30 p.m. Monday.

Village officials will hear a presentation on the State Environmental Quality Review assessment planned for the project by David Powers of engineering firm Barton & Loguidice.

Later, during the meeting the board will consider a resolution authorizing and directing Mayor Alexandra Jacobs Wilke to execute a contract amendment with Barton-Loguidice for the preparation of a SEQRA Full Environmental Assessment for the proposed Raquette River Utility Crossing Project in the lump sum amount of $3,500. The funds are to be provided through the village’s general fund reserve.

A second resolution declaring the village as the lead agency for purposes of conducting the SEQR assessment of the project.

Other business

The board will also hear presentations on the “Saving the Sandstone” initiative by former Potsdam museum director Mimi Van Deusen; and on the upcoming Raquette River Marathon by race organizer Matt Tessier.

A resignation of longtime village DPW motor equipment operator Jay Bradish, effective July 19 will be voted on. The village will also consider the probationary appointment of Ronald Addison of Ogdensburg to the position of water/wastewater treatment operator trainee with a salary of $26.51 per hour, effective Aug. 5.

A resolution authorizing the mayor to submit an application and any required certifications for grant funding through the New York State Department of State’s Smart Growth and Community Planning and Zoning Grant Program in the amount of $117,000 will be considered.

The board will also vote on a resolution authorizing the mayor to submit an application for additional grant funding through the New York State Department of Environmental Conservation’s Climate Smart Communities Grant Program in the amount of $104,000.

Finally the board will consider several resolutions which will set the amounts of its water EDU rate, water usage rate, sewer EDU rate, and sewer usage rate.
