Mystic Springs developer submits proposal for development at 17 Main in Ogdensburg

OGDENSBURG -- Mini-golf developer Nick Wright says he's submitted a proposal for 17 Main Street, but he’s apparently not the only developer with a plan for parcel A.

Interim City Manager Andrea Smith confirmed that “proposals” had been submitted but did not specify how many and did not immediately provide additional details.

Wright has been vocal at recent city council meetings about his intent to bring a “world class” miniature golf course and family fun center to the city. He’s asked the city council on multiple occasions to help make the process move swiftly as his project is “shovel ready.”

While Wright has received words of support from the council regarding his proposal, he has expressed frustration regarding a city-owned parcel of land that's entangled in a deal the city made two-years ago, but has yet to finalize.

Wright directed requests for a copy of the proposal to the city to ensure the city was able to review it prior to the public.

However, he did share conceptual art regarding his plans.

The rendering shows a mini-golf course that includes large dinosaurs and fountains as part of the theme.

"As someone who grew up in the City of Ogdensburg and has deep roots within it, I stand ready to help the City once again prosper. This process since beginning late last October has been challenging to say the least. Getting the city's old ways of doing business left behind and turning a page into a new direction is what my hopes are moving forward. In regards to the RFP deadline today I would kindly ask you to contact the City regarding N.A.Wright Creative Construct submissions," he said in a prepared statement to the press.

Although proposals were sought for only parcel A of 17 Main Street, Wright has also submitted a purchase offer for parcel B.

Although the city owns parcel B, Mayor Michael Tooley says the city is honoring a two-year old proposal that included the potential sale of the property to At the Docks, LLC., which has not yet expired.

Although Wright initially indicated he could move forward with the development of Mystic Springs with just parcel A, he now believes that parcel B would be needed to accommodate parking.

He said that the business will be a major draw to the city and expects it will create a significant draw from Canada as well. He said logistically, parking will need to be available.

Although Wright would like parcel B, In January the city requested At The Docks owner Chris Frary submit a plan to the city for the development of parcel B within 90 days of the notice with a goal of finalizing the sale by May 31.

At The Docks’ plan for the property currently entails a proposed warehouse for dock storage, but there has been speculation that it accompanies a larger vision involving the restoration of the former Ramada Inn and development of a franchise hotel. However, nothing official has been submitted publicly.

In a recent letter to the city Wright said he believes a new request for proposals should be issued for parcel B.

Tooley said the city is doing its best to honor the original RFP while also providing a quick turn around in the proposal process for parcel A.

The proposals will likely be presented at the next council meeting.
