FOWLER — A 36-year-old Gouverneur man was arrested Nov. 1 following a personal-injury accident on Bay Road, according to state police.
Kramer R. Weaver was charged with felony driving while ability impaired by drugs, with a prior conviction for a designated offense within the past 10 years, officers said.
The charge is a felony because of Weaver’s prior conviction, troopers said.
The incident involved one vehicle Injury details were not offered.
