Connor L. Carrow, 20, Hermon, was charged with operating a motor vehicle while using a portable at 4:01 p.m. on June 22 at Clarkson Avenue.

The ticket is returnable in Potsdam Town Court on July 12.

Donald E. White, 60, Schenectady, was charged with second-degree aggravated unlicensed operation, speed In zone 67/30, having a suspended licensed, and unlawful fleeing a police officer at 11:48 p.m. June 22 on Elm Street.

White was arrested after patrol observed the vehicle he was operating on Elm Street to be suspended. Patrol attempted to initiate a traffic stop on the vehicle and the vehicle fled at a high rate of speed north on Market Street, radar confirmed a speed of 67 mph in a 30 mph zone. Patrol was able to identify the operator as White. A DMV check on White's license showed it was suspended. The vehicle continued onto SH 56 northbound and into Norwood where patrol eventually lost sight of it. Vehicle was spotted again, and St. Lawrence County

Sheriff's Office took over the pursuit of the vehicle. Patrols lost sight of the vehicle again, but it was later located on CR 47 in Stockholm by St. Lawrence County Sheriff's Office patrols after the vehicle became disabled.
