Gabriel P. Carter, 23, Potsdam, was charged with second-degree harassment and criminal obstruction of breathing following a 911 call for a physical domestic dispute on Elm St. on July 25 at 12:36 a.m. 
Carter was released on an appearance ticket to reappear in Potsdam Town Court on. Aug. 14.
