North Star Health Alliance (NSHA) -- a health system that includes Carthage Area Hospital, Claxton-Hepburn Medical Center, Claxton-Hepburn Medical Campus, North Country Orthopaedic Group, and Meadowbrook Terrace -- is spearheading innovation in rural healthcare with its groundbreaking Operations Center.
As the region’s first facility of its kind, the center -- launched in April 2024 -- redefines patient care through the integration of advanced technology and data-driven decision-making.
The Heart of the Ops Center
At its core, the Operations Center (Ops Center) is an informational hub that collects, processes, and analyzes real-time data.
This innovative approach means that NSHA’s healthcare teams can quickly assess patient needs, manage hospital resources efficiently, and streamline operations across multiple campuses.
Using advanced bed management systems and predictive analytics, the center works to reduce emergency department wait times and patient boarding, ensuring every patient receives the right care at the right time.
Unique Regional Role and Connectivity
What sets the NSHA Operations Center apart is its unique role in the region.
Inspired by top-tier models like the Johns Hopkins Capacity Command Center, NSHA’s facility is tailored to meet the specific challenges of rural healthcare.
With hubs located at both Carthage Area Hospital in Carthage and Claxton-Hepburn Medical Campus in Ogdensburg, the Ops Center combines data dashboards, sophisticated communications systems, and emergency response tools to keep staff connected and informed—even in crisis situations.
It also enables real-time communication with other hospitals, the Department of Health, emergency response teams, and more, ensuring the swift sharing of critical information and coordinated resource management during emergencies.
A Real-Time Test of Preparedness
A recent example of the Ops Center’s capabilities was demonstrated during an early-morning incident at a nearby correctional facility.
When reports of unrest and potential injuries surfaced, NSHA quickly activated its Hospital Incident Command System (HICS).
Within minutes, leadership from across NSHA -- including medical directors, nursing staff, and emergency response teams -- mobilized to ensure that every possible measure was in place.
This rapid, coordinated response not only underscored the center’s operational readiness but also highlighted its critical role in managing public health emergencies.
“Our Operations Center is a game-changer for rural healthcare,” said Robert R. DeBlois, Operations Manager at NSHA.
“It represents our unwavering commitment to innovation and patient care, ensuring that even in the most challenging situations, every patient receives the highest quality of care.”
Enhancing Everyday Care and Future Innovations
In addition to its emergency response functions, the Ops Center supports ongoing improvements in everyday patient care.
Through continuous monitoring and collaborative problem-solving, NSHA is setting new standards for efficiency and effectiveness across its medical campuses and rural clinics.
The center also recently received a federal grant of $727,658 to further boost its technological upgrades, training, and staffing efforts, cementing its role as a leader in healthcare innovation.
For the residents of the North Country and the broader New York region, the NSHA Ops Center offers more than just cutting-edge technology -- it represents a commitment to community well-being.
By integrating advanced data analytics with proactive, coordinated care, NSHA is ensuring that every patient benefits from faster treatments, better resource management, and an overall enhanced healthcare experience.
The Operations Center is a testament to NSHA’s unwavering commitment to raising the standard of rural healthcare—a dedication that distinguishes us as we continue to enhance patient-centered care and support the well-being of our communities throughout the region.
