LISBON — State police said they charged a North Country man with driving while impaired by drugs on Monday afternoon, according to state police.
Kevin J. Carter, 60, Ellenburg, was charged with first-offense operating a motor vehicle while ability impaired by drugs and two counts of seventh-degree criminal possession of a controlled substance at 2:18 p.m., police said.
He was released to a third party, officers said.
