Massena town, village boards to hear final conclusions of local government reorganizational study Dec. 10

MASSENA -- The town and village boards will hear the final conclusions of a local government reorganizational study in a joint meeting next month.

That will happen on Dec. 10 at 5:30 p.m.

A draft of the study, done by a company called CGR, released in July said merging the Massena town and village governments isn't likely to save money.

The document released earlier this year suggested merging the town and village highway garages.

It said a major obstacle to combining the town and village would be what to do with the Massena Police Department, which would need special legislation to continue existing under a merger. State law wouldn't allow the town to create a police district, the study says.

The draft also said merging the Town Council and Village Board of Trustees wouldn't create much savings, nor would merging the town and village courts and municipal clerks.
