Massena man charged with arson in fatal Center Street fire, police confirm further charges pending

MASSENA -- Massena police have charged Darren J. Kelley Jr., 33, with arson second-degree (B Felony) in relation to a structure fire at 196 Center Street.
According to police, one fatality occurred at the scene.
Police would not confirm whether the victim died in the fire or if they had died prior.
Kelley Jr. was arraigned in Town of Massena Court and remanded to St. Lawrence County Correctional Facility on no bail.

Police say further charges are pending.
Due to the nature of the incident and the ongoing investigation by the Massena Police Department no further details will be provided at this time.
Officials with the District Attorney's Office would also not release the name of the victim.
An autopsy is planned.
Officials said the investigation is continuing and more charges are pending.
According to an earlier press release from Massena Fire, a call went out at 4:26 p.m. for a structure fire at 196 Center Street in the village of Massena.
Engine 30, Rescue 77, Rescue 79 and Tower 3 were dispatched initially, the release states.
Within nine minutes all residents were removed from the building and the fire was contained to the apartment of origin.
Fire officials say the structure received minimal damage, which was mostly smoke damage.
After eight hours on scene Massena Fire Engine 30 and the County Unified Command Vehicle cleared the scene around 1 a.m., officials say.
Massena Fire was assisted on-scene by Massena Village Police, Massena Rescue, St. Lawrence County Office of Emergency Services, New York State Office of Fire Prevention & Control, and New York State Police.
The American Red Cross was contacted to help with temporary housing for displaced residents.
