GOUVERNEUR — An Edwards resident was charged with unlicensed operation Sept. 13 following a traffic stop, according to state police.
Duane J. Risley, 34, was charged with second-degree aggravated unlicensed operation and driving on a suspended registration at 2:58 a.m., troopers said.
He was issued tickets and released, officers said.
