Village looks to acquire SLU-owned public street near SeaComm and Walgreens in Canton

CANTON – The village board is in the process of acquiring ownership of a St. Lawrence University-owned public street running between Walgreens and SeaComm Federal Credit Union on East Main Street.

The matter will be discussed at the Nov. 16 monthly meeting with a public hearing scheduled for 6:15 p.m. in the Canton Municipal Building courtroom.

“The street is partially paved and in use. It will be the responsibility of the village to develop the remainder of the street,” said Mayor Michael Dalton at the board’s October monthly board meeting.

He pointed out the street would create a second entrance and exit from the new salt and sand storage facility in the works off Stiles Avenue.

The conveyance of the parcel was defined in a letter to Dalton and Village Attorney Gerald Ducharme, dated Oct. 14, 2022, from attorney Andrew Silver, representing the University.

“The transfer will be for no consideration and is with the specific understanding that the village will develop and maintain the subject area as a dedicated Village Street,” the letter reads.

The letter also noted the conveyance is subject to all easements, covenants and conditions of record including but not limited to those held by SeaComm Federal Credit Union and Walgreens Eastern Company, Inc., as a successor in interest to Rite Aid.

A second public hearing on Nov. 16 a 6:20,p.m. will focus on a request from the village’s Department of Public Works to impose a parking restriction on Pearl Street during the winter months for plowing purposes. The request will eliminate 3 to 4 parking spaces.
