Damien L. Delfosse, 22, of Hubbard Road, Massena was charged with the class D felony count after being picked up on a warrant on Tuesday.
Police said he "made several threats through 911 and to the Massena Police Department Dispatch saying he wanted to kill Massena Police Department’s officers and watch a cop get tortured to death."
Delfosse was arraigned in Massena court and released under probationary supervision.
In a statement announcing Delfosse's arrest, Massena Police Chief Adam Love took a shot at the recent statewide bail reform laws. The majority of defendants in New York state are now arraigned and released and are only eligible for pre-trial detention when charged with a handful of serious offenses.
“The new Bail Reform Laws that were put in place on January 1, 2020, are making New York State an unsafe place to live and is causing Law Enforcement to not be able to protect its citizens. The communities that we serve must help us, speak up and demand change," Love said in his statement.
