County legislators agree to deal on back taxes for Norfolk Bakery

St. Lawrence County legislators passed a deal that will give Norfolk Bakery until June to begin paying off $98,157 in back taxes and fees they took over from the building’s previous owner.

The deal calls for the business to start $1,000 per month payments for 33 months. The original resolution called for payments to start in May. The $98,157 is pursuant to a 2016 judgment against the prior owners of the building where the bakery now operates. The resolution notes the current owners of the Norfolk Bakery “were not the party that created the original tax delinquency, but were, instead, subsequent title holders of the real property.”

Prior to voting on the amended resolution, legislators said they think they should give the business more time in light of the economic downturn caused by the coronavirus pandemic.

“In light of social distancing, many businesses had to close … Norfolk Bakery is one that is included in that list. As of this weekend, they’ve closed their doors,” Legislator Nance Arquiette, D-Winthrop, said at the April 6 county board meeting. “It’s prudent to give an extension until June 1 or July 1 to get their doors open and get business so they can pay that bill.”

“Given the fact that they’re closed right now, even if we give them until June or July, who knows when they’re going to be open again and who knows what donut sales are going to be like,” said Legislator Rita Curran, R-Massena. “This is a hard one.”

Legislator Kevin Acres, who introduced the bill, suggested the bakery seek aid through the $2 trillion federal CARES Act.

“Having a soft heart, I will be amenable to moving that date to June,” said Acres, R-Madrid.
