Officials say project would be 200 megawatts on 1,000 acres

MASSENA -- A solar developer has filed an application with New York State for a proposed array that would be placed in the Brasher and Massena townships.

According to documents filed by Boralex US Development LLC, the Two Rivers Solar project would be a 200-megawatt project covering 1,000 acres of land.

Before moving forward, Boralex must obtain a siting permit from the Office of Renewable Energy Siting and Electric Transmission (ORES), which they are seeking through an application filed last week.

Multiple studies will be conducted to evaluate the project's environmental impact, along with identifying methods that have been agreed upon to avoid, minimize, and mitigate potential impacts, according to a Boralex mailing sent to potentially impacted residents.

According to the mailing, the facility will "include diversification of energy supplies, new employment opportunities (both temporary construction and full-time jobs), increased revenues to the towns of Massena and Brasher, St. Lawrence County, and school districts, payments to participating landowners, support for the local hospitality industry, and the purchase of local supplies and goods."

Officials also say the project will "attempt to minimize impacts associated with the facility, for example, by limiting impacts on wetlands to the maximum extent practicable."

The project does not call for onsite battery storage facilities; however, it would require infrastructure development, including site roads, a substation, and electrical connections to the New York Power Authority, officials said.

The array would tap into NYPA's new 345-kilovolt circuit.

Officials say around 150 jobs will be created during the construction phase, which could begin in the fourth quarter of 2025, with two to three operational support and maintenance positions expected once the site is fully operational.

If all goes according to plan, the project could be in operation sometime in 2028.
