POTSDAM -- An Ogdensburg resident was charged with unlicensed operation on Sandstone Drive Thursday, according to village police.
Kamden L. Smithers, 18, was cited for unlicensed operator and inadequate exhaust at 11:20 p.m., police said.
He was cited and released, officers said.
