BRASHER—Robert C. Philbrook, 37, of Norfolk, was charged March 24 with one count each seventh-degree criminal possession of a controlled substance, third-degree aggravated unlicensed operation of a motor vehicle, and motor vehicle violation for suspended registration, State Police say.
Troopers say that Philbrook was charged in connection with an investigation in the town of Brasher.
Philbrook was issued an appearance ticket.
