OGDENSBURG – More than $4million in state grants will pave the way for a new brewery on the city’s waterfront and help bring apartments to the city’s waterfront.
Gov. Kathy Hochul said the City of Ogdensburg will receive more than $4 million in Restore NY funding to support two transformative redevelopment projects in the City’s Marina District.
Brewery
Small City Brewing Company also secured funding in this latest round. The project will convert a long-vacant and blighted property at 110 Lake Street into a vibrant craft brewery. Plans include a tasting room, restaurant/bar, five-barrel brewing system, and a dedicated grain room.
The nearly $1 million in state support will be paired with more than $160,000 in private investment.
Bill Hosmer, partner in Small City Brewing Company said the news was a boon for the city.
“We are very excited and thankful that the state has awarded us the RESTORE NY grant. This is an exciting opportunity not only for us, but for the community, as the state has made it possible for multiple projects to move forward in Ogdensburg. We believe this is the beginning of a real transformation in the City of Ogdensburg. Our partners and I look forward to bringing Small City Brewing to Ogdensburg and helping lead the rebirth of an amazing and historic city.”
Apartment complex
At the Docks, LLC was awarded $3.5 million toward a $4.5 million project that will revitalize the historic mill buildings at 119 West River Street.
The development will include 10 modern, spacious apartments and a mix of retail and business spaces, breathing new life into the waterfront corridor.

Mayor Michael Tooley also praised the announcement.
“We are thrilled for both At the Docks and Small City Brewing Company and deeply grateful to Governor Hochul, Empire State Development, and the North Country Regional Economic Development Council for this substantial investment in Ogdensburg. The state is beginning to see what we’ve always known—Ogdensburg is poised for a renaissance. These projects are proof that confidence is returning to our city, and we’re just getting started,” he said.
City Manager Fonda Chronis said the funding would help the city’s Marina District flourish.
“These developments will be key destinations within our growing Marina District, driving foot traffic, increasing local commerce, and enhancing our city’s vibrancy. Once completed, they will boost sales tax revenue and add to our property tax base, helping to ease the burden on existing taxpayers,” he said.
