According to police, Losey, troopers initiated a traffic stop at 1:20 p.m. after observing a 2008 Chevrolet with an expired inspection sticker traveling on State Route 56.
After initiating the stop, troopers conducted an interview with Losey, police say.
A search of his New York driver's license also showed it was suspended, police say.
A search of Losey determined he was in possession of narcotics and drug paraphernalia, police say.
Losey was arrested and transported to SP Massena for processing. He was released on vehicle and traffic tickets and an appearance ticket returnable to the Town of Norfolk Court for a later date in January.
