Proposed Canton village budget would raise taxes just under 2%

CANTON -- The proposed Canton village budget for 2019-2020 will increase the tax levy by $33,085 1.96%, from $1.69 million to $1.72 million, which is just under the New York State tax cap.

The tax rate will increase by 9 cents per $1,000 of assessed value from $10.38 to $10.47.

A document issued by Mayor Michael Dalton says the budget takes into consideration several mandates.

The state minimum wage will increase to $11.80 this year, and the Firefighter Cancer Insurance is included. AIM monies are now tied to sales tax and St. Lawrence County’s distribution formula is percentage based, Dalton said. This change could reflect in the village’s sales tax revenues.

This proposed budget calls for a 4% increase in the village water/sewer rates at this time.

The increase is directly tied to money owed to the general fund from the Main Street reconstruction, according to Dalton.

“This loan, made to the water and sewer funds in 2013-2014 for the betterment portion of the Main Street reconstruction, is required to be repaid,” the document says.

Taxable assessments in the village increased by $1,714,045 or 1% over the current fiscal year. The total assessed value of property in the village is $485,768,930; of that amount $321,307,815 or 66.14% is exempt.

This is a slight decrease in the percentage of tax-exempt properties over last year, Dalton said.

According to the document, costs associated with payroll are 35% and benefits 29%, for a total of 64% of the total budget, including water & sewer.

All employees eligible for health insurance coverage are contributing towards their premiums.

Capital equipment requested by all departments totaled $575,752.

The proposed budget for 2019-2020 includes $519,752 for those requests, said Dalton, which is down $64,145 compared to the $583,897 in funded capital equipment requests in the 2018-2019 budget.

Paving projects scheduled for this year total $123,842, down $9,710 from last year’s total of $108,290.

The preliminary budget will be presented for a public hearing on Monday, April 29. The village board is required to adopt a budget by May 1.
