POTSDAM -- Village police charged a Norwood man with illegally operating a taxi after he allegedly gave someone a ride for money.
Police say Richard S. Ham, 54, was seen picking up a passenger on Market Street at 6:42 p.m., then transporting the passenger to another address, and then accepting money for the transport.
A patrol officer confronted Ham, whom police say had neither the insurance not the license to operate as a taxi service, and was cdharged on both counts.
Ham is due to appear in village court on Sept. 16 to answer the charges.
