Gouverneur woman arrested after following victim in vehicle honking horn non-stop, police say

GOUVERNEUR — A Gouverneur woman was arrested May 19 after allegedly following another person around harassing them by honking her horn on her vehicle at them repeatedly, according to Gouverneur police.

Meghan E. Shaver, 18, was charged at 10 p.m. at the Gouverneur Police Department with second-degree aggravated harassment and second-degree harassment following investigation of the May 15 complaint made by the victim, officers said.

Shaver is alleged to have been operating a motor vehicle and engaged in following the victim, while in his vehicle, throughout the village of Gouverneur while honking her horn and following very closely for no legitimate reason other than to harass the victim, police said.

Shaver also posted threatening messages of bodily harm to the victim on social media, officers said.

She was issued appearance tickets returnable to the Gouverneur Town Court.
