GOUVERNEUR -- A Gouverneur man on Saturday was arrested for allegedly running a scam at Kinney Drugs involving stolen merchandise and discarded receipts.
Shaun C. Herbst, 27, is charged with conspiracy, scheme to defraud and three counts of petit larceny, police said.
Police say he was stealing merchandise from the store. Then, between Feb. 6 and 8, he would return the merchandise with receipts for the items that had been discarded by customers and get cash.
He was arraigned in Gouverneur Town Court and released with orders to re-appear on a later date, police said.
