NOTICE OF PROPOSITION TO FUND A SCHOOL DISTRICT LIBRARY AND ANNOUNCE TRUSTEE ELECTIONS OF THE LIBRARY CHARTERED TO SERVE THE POTSDAM CENTRAL SCHOOL DISTRICT, TOWNS OF CANTON, PARISHVILLE, PIERREPONT, POTSDAM, AND STOCKHOLM, COUNTY OF ST. LAWRENCE, NEW YORK. NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Potsdam Central School District, St. Lawrence County, Potsdam, New York, will be held in the Community Room of the Potsdam Village Civic Center on Wednesday, June 12, 2019 at 6:00 PM (Eastern Daylight Time), for the presentation of the budget for the proposed funding of the School District Library. NOTICE IS HEREBY GIVEN by the Board of Education of the Potsdam Central School District that a special meeting of the qualified voters of the School District will be held at the Potsdam Civic Center, 2 Park Street, Potsdam, New York; on Wednesday, June 19, 2019 between the hours of 12:00 p.m. and 8:00 p.m., prevailing time when the polls will be open to vote by ballot or machine upon the following items: PROPOSITION 1. It is proposed that pursuant to Education Law, Section 259, the Board of Education of the Potsdam Central School District is authorized to levy and collect an annual tax, year after year, separate and apart from the annual school district budget to be paid to Potsdam Public Library for its support and maintenance. “Shall the tax levy be increased $16,664 over the current annual appropriation of $557,430 which was approved by the voters in 2016 with this appropriated amount of $574,094 to be an annual appropriation until thereafter modified by a future vote of the electors of the Potsdam Central School District?” 2. To elect (3) three persons to the Library Board of Trustees to serve for terms of (3) three years commencing July 1, 2019 and ending June 30, 2022 to succeed Richard VanLeuven, Sandra McCloy, and David Trithart whose terms expire June 30, 2019. NOTICE IS FURTHER GIVEN that copies of the proposed Library Budget including a statement of estimated expenses for the fiscal year ending June 30, 2019, may be obtained by any taxpayer of said School District beginning May 10, 2019 at the Potsdam Public Library during library hours. NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of Trustee of the Public Library must be filed with the Clerk of the Board of the Potsdam Public Library, Potsdam, New York, by no later than 5:00 p.m. on Monday, May 13, 2019. All petitions must be signed by a minimum of 25 qualified voters of the School District. Petitions may be obtained at the Potsdam Library, 2 Park Street, Potsdam, New York. NOTICE IS FURTHER GIVEN that applications for absentee ballots will be obtainable between the hours of 9:00 AM and 5:00 PM Monday through Friday, except holidays, from the Potsdam Public Library Clerk of the Board. Completed applications must be received by the Potsdam Public Library Clerk of the Board at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the Potsdam Public Library Clerk of the Board no later than 5:00 PM, prevailing time, on Wednesday, June 19, 2019. NOTICE IS FURTHER GIVEN that the qualified voters of the School District shall be entitled to vote at said vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the vote and the election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
