MASSENA — A Hogansburg woman was charged with driving while intoxicated at the Massena Port of Entry on Dec. 17, according to state police.
Samantha L. Smith, 40, was charged with first-offense DWI, officers said.
She allegedly refused to provide a breath sample.
Smith was arraigned in Massena court where she was released on her own recognizance, police said.
