I used to also complain about people walking in the road in winter. I now realize it's not a choice for the walkers. I walk for fitness every day. The sidewalks are not plowed or sanded very well if at all. There are puddles that do more than just get your shoes wet. If you are going to complain about it, try walking on the sidewalk after a good snowstorm or better yet when we get freezing rain. It's one of my biggest complaints because our kids need to be able to walk to school and it's dangerous at times. For the walkers it's either fall on the sidewalks and break something or walk in the road and hope people are doing what they should do in the winter and drive slow and watch for pedestrians. I do because I am a driver and a walker and fully understand the situation.
