Title Ten is a government rule that allows the governor to ram industrial turbines down the throat of the voters of Parishville and Hopkinton even if they vote no in a referendum. Democracy in the matter of wind turbines in non-existent. The main beneficiaries will be farmers who little understand the dangers of wind turbines to their cows. Perhaps the farmers don't care, as they will have enough money to retire and leave the farms empty. The wind issue is pitting those who signed leases against those who did not. Neighbor against neighbor. Think of the homes built for a pleasant view of sunsets and rural living, soon to be living in a mass of whirling blades. Let those against wind power unite in the face of unfair town and state government, or sit back and suffer.
