Weather safety

With the recent polar weather we have encountered, it has become very stressful to see my children get on the bus in the morning. The buses running in this weather cannot maintain a proper inside temperature and even have been known to stall. At what point do our schools decide that they are endangering the welfare of our children by requiring them to attend school when the weather is so cold that they cannot provide reliable transportation on a bus ride that can be up to an hour? I find it very irresponsible of the school governing bodies to not delay the start of the school day on these types of occasions. It should not be a contest to see which school can have the most full days, we are talking about safety! The nearest weather station reported somewhere below -30F between 7:30 and 8 a.m., when my children were getting on the bus. And yesterday was nearly as bad.
