Someone from an investigative news agency needs to look into automotive garages. After I took my vehicle in for an inspection, I was told it would need over $400 in repairs before it would pass inspection. I took it to another garage for a second opinion and it passed there with no problems and no costs for repairs. I think some places take advantage of people and if it was made public, they would think twice before ripping people off. In Canada they have a special group that does just that. They take a vehicle in with a loose battery cable and everything else is sound. They then rate the garage on how they handled the repair, unnecessary work, etc. These findings are publicized along with the name and location of the automotive garage.
