I believe what's happening with Potsdam Central School is common practice now with all corporation and entities that are attached with a union. They stall because they know that unions have no power! Entities and corporations are layered with levels of unnecessary management and they all think their important in the chain of decision making. Everyone superseding each other's decisions workers redoing jobs twice or sometimes three times. Some people think it's unbelievable but it happens all the time. Just look at the state prison facilities from the top down; nobody knew what was going on. It was typical dysfunction all over with worker dissatisfaction and lots of finger pointing. It happens because of the layering; you see it in all state facilities and the unions are behind it!
