Massena is said to be considering making people have a license for a cat. Why not just go into people's homes, see how many goldfish they have, and make THEM get a license? Tropicals, of course, would fetch more in license fees. Stop penalizing your residents with such talk and put a tax in place on the people who can afford them, there are plenty of big money incomes in that community, go after them if you need money. Go out the boat launch and tax some of the boaters who have the money to title their boats and spend their leisure time cruising the river.
