Of course Alcoa agreed to stay for another 3.5 years. Who wouldn't if New York State gave you money to pay your employees for two or more years? At the very least they should have renegotiated the employees contract to lessen the burden on state taxpayers. I don't think the taxpayers should be in the business of subsidizing company payrolls.
