This is a response to “Stop Killing Each Other,” the phrase shoot to kill is a misinterpretation, it is to shoot to stop if a person poses a threat then the goal is to neutralize the threat as quickly as possible. Police and soldiers are trained to shoot for center mass (the chest), although in such scenario they are trying to hit a target that is probably moving, aiming while trying not to get shot themselves, and police use handguns which are extremely inaccurate. A handgun takes a lot of skill to hit anything. It’s not like in the movies where some slick hero can hit a dime without looking. A cop who is scared themselves and aiming for a moving target is lucky to hit anything within 2 foot area, such as a criminals chest. Even the best marksman would have a slim chance of hitting someone in the hand. How do you know that car isn't using a stolen plate, or the car isn't stolen? There is a lot more involved than simply shooting their hand instead of killing them.
