Schools should self-insure

I hear every year how insurance rates keep going up for every school district a minimum of 10 percent. My questions is: Why don’t schools do what St. Lawrence County does and that is be self-insured? Employees of the county pay in for the health benefits along with the county obviously pitching in also. It seems like school taxpayers give a lot to these insurance companies and obviously there is a huge profit for insurance companies because they stay in business. I also know that once you retire from the county you can keep your benefits but you pay more. Retired teachers would do the same. Another thought is having schools and the county government joining together and share the service. Just a thought.
