An Expressway is not an Interstate Highway. There was never any further consideration to build an Interstate Highway by any state or federal highway agency after the 2002 “Northern Tier Transportation Study” concluded that an expressway should be built by upgrading and improving the existing Rt. 11. Building an ‘Interstate Highway’ was specifically disqualified. The contention by Mr. Clark and company that somehow it was ever otherwise is a testament to their dishonest twisting of language and definition to try and make the findings of all of the studies appear to say something that they clearly did not say. This issue has been studied for 35 years and the conclusions have always been the same: improve Rt. 11. It’s time to get on with it.
