Pet death owner’s fault?

In response to the woman that lost her dog to the perhaps careless actions of a driver, I certainly sympathize with her. My cats and dogs are very much a valued part of my family so I know what the loss of a pet feels like. But I can’t help but wonder why an apparently valued member of her family was just allowed to freely roam outside alongside a road after dark. While the actions of the driver to not attempt to inform the owner after the accident cannot be defended (Although it’s quite possible they weren’t even aware of the fact), it would’ve never happened had the dog when safely inside with its family. Letting a cat or a dog loose outside is tantamount to playing Russian roulette with their life of your pet. It’s just a matter of time before a car, truck, wild animal, or some accident takes its life.
