The real problem in Potsdam is not two governments, but the lack of cooperation between the two. This problem persists most likely due to the robo-vote party line voters returning the same people to office term after term despite poor performance. Sharing of services is the way to go and the best way to get the cooperation necessary for that is to oust the politicians that are not willing or unable to provide that cooperation. I am not going to attack individuals but clearly many of the current politicians have been in office way too long!
