The blame for Massena residents having late fees belongs on residents. Sure the post office made a huge gaffe when they failed to deliver the water bills on time. But, unless you are a new taxpayer, you’ve been receiving these bills around the same time each year. Why didn’t you question the fact that your bill was missing?
