Bridge being repaired?

Given high taxes, the high cost of government services, and limited road repairs possible each year in Massena, why is the Parker Avenue bridge being repaired? Before that bridge was built, the Alcoa bridge was used regularly and used by many former Alcoa workers, and it was not in good shape then. Now, the Alcoa bridge has been greatly improved, and as always, the bridge downtown crosses the river. I imagine the Parker Avenue bridge has become a convenience, but is it necessary? Is it a higher priority than, for example, fixing all roads that need repair each year? In the same vein, has staff been reduced in light of our declining population and reduced resources?
