If you want to decrease accidents with Amish buggies than make the Amish abide by the laws of the road or make everybody else drive buggies. The public roads are not made for slow moving buggies, and the Amish don’t even try to be safe. They won’t put lights or slow moving signs on the buggies. Who wants to drive through horse waste on the roads? I’ve gone out side to find horse waste all along in front of my house and driveway. Nice mess.
