STOCKHOLM – A 55-year-old Winthrop man has been charged with a criminal sex act with a person under 15 years old.

Michael A. Francis was charged just before 1 p.m. Sunday after a complaint received by state police at 10:07 a.m.

The charge – second-degree criminal sex act – is a felony involving oral or anal sex with a person under 15 or with a person without the mental capacity to give consent.

Troopers reported Francis’s status as “held.”
