Troopers: 'Clerical error' led to incorrect report that dog in Russell was rabid

RUSSELL -- Due to what officials describe as a “clerical error” in the New York State Police blotter system, it was incorrectly reported on Tuesday that a woman was charged with having a dog with rabies.

On the afternoon of July 31, state troopers responded to a dog complaint in Russell.

Nancy L. Parker, 24, Evans Mills was charged at 3:26 p.m. with owning/harboring an unlicensed dog. It was erroneously reported that she was also charged with first-offense having a dog at large with rabies.

State police troop B Public Information Officer Tpr. Jennifer Fleishman said the dog did not have the disease.

“This was a clerical error in our blotter system. This dog did not actually have rabies. The rabies vaccination shots had simply expired. So the Trooper wrote her (Parker) for a section within the Ag and Markets Laws for an expired and/or unvaccinated dog,” Fleishman wrote in an email on Friday afternoon.

In the same incident, Kimberly A. Shaffer, 50, was charged with six counts of owning/harboring an unlicensed dog at 5:40 p.m., police said.

They were both cited and released, troopers said.

The dog was not euthanized. The case has been turned over to the local dog control officer, who will determine if it will be quarantined or killed later on, Fleishman said.
