LOUISVILLE -- State officials have given Louisville a clean audit, but recommended several safeguards that could improve their billing.
A audit released Wednesday gave the following six recommendations, which town officials say they have already addressed.
• Segregate the water duties of billing, collecting and recording. The Board should provide for oversight and an independent review of work when adequate segregation is not practical.
• Review computer user access rights and strengthen internal controls to ensure that individuals are assigned only those access rights needed to perform their job duties.
• Review and approve all water account adjustments and require written documentation of the reasons, amounts and dates of approval and it should periodically review adjustment reports (logs) to determine whether adjustments have been authorized.
• Ensure that a water receivable control account is maintained and periodically reconciled to the individual customer accounts. Any differences should be promptly investigated and resolved.
• Require Town officials to retain documentation related to mailed payments to verify that payments are received timely.
