Three Gouverneur men accused of running ATVs on private land, Fowler landowner charged with hitting ATV with his vehicle

FOWLER — Four Gouverneur residents were charged Saturday after a vehicle struck an all-terrain vehicle on River Road, according to St. Lawrence County sheriff’s deputies.

Deputies responded to a report of a property-damage accident and suspicious activity around 11:30 p.m.

Following investigation it was revealed that three Gouverneur residents were illegally operating ATVs on private land without the consent from the owner, officers said.

The landowner, James A. Besaw, 57, allegedly pursued the ATVs in a vehicle and collided with an ATV being operated by Christopher B. Fuller, 19.

The ATV was forced into the guardrails, not injuries were reported, deputies said.

Besaw was charged with second-degree reckless endangerment, reckless driving and failure to keep right, deputies said.

Fuller was charged with unregistered ATV, uninsured ATV, failure to keep right and operating an ATV on property without consent.

Cody J. Orr, 18, was charged with uninsured ATV, operating an ATV on property without consent.

Zachary F. Forsythe, 19, was charged with operating an ATV on property without consent.

All four subjects were cited and released.
