CANTON – St. Lawrence County legislators will likely borrow $10 million to maintain cash flow for the remainder of the fiscal year.
A resolution authorizing St. Lawrence County Treasurer Kevin Felt to borrow the money was approved at the Monday night meeting.
Legislator Jim Bunstone, who represents the Town of Potsdam, opposed the resolution.
According to the resolution St. Lawrence County could not meet its “financial obligations” without borrowing the funds.
“Due to the current financial obligations of St. Lawrence County and a decreasing level of cash flow available, St. Lawrence County is in need of issuing revenue anticipation notes to meets its cash flow financing needs for the remainder of the year,” the resolution says.
Borrowing money to pay bills is not new for the county in recent years.
Finance Committee Chairman Fred Morrill said in previous interviews that a low fund balance and consistently late reimbursement payments from the state government have left the county without the cash flow to meet its labor and operational costs.
A five-year financial plan adopted by the legislators hopes address this cash flow problem by building fund balance with revenues gained from the increased sales tax.
Treasurer Kevin Felt was not available for comment Tuesday morning.
