Soldier arrested in Gouverneur for possessing loaded handgun without permit, DWI at three times legal limit

GOUVERNEUR – A Gouverneur soldier was arrested Monday for allegedly carrying a loaded handgun without a permit after he was stopped for drunk driving at three times the legal limit.

According to St. Lawrence County sheriff’s deputies, Ryan M. Travis, 23, of 185 Locke Rd., was arrested after a traffic stop on East Main Street at 12:45 a.m.

Deputies charged him with criminal possession of a weapon fourth degree, a Class A misdemeanor, after they discovered he had a loaded Sig Sauer .40 caliber handgun in his vehicle without a state pistol permit.

Travis was also cited for aggravated driving while intoxicated and failure to dim headlights. A breath test revealed his blood alcohol content was .24 percent, three times the .08 percent threshold for DWI, deputies said.

Travis was issued appearance tickets for Gouverneur Town Court and was turned over to military police since his is on active duty, deputies said
