Sewer line replacement at old Ogdensburg gas plant about to start

OGDENSBURG -- Work is about to begin on a sewer line replacement project along King Street between Lake Street and Lincoln Avenue at the site of a former manufactured gas plant.

Under New York State’s Voluntary Cleanup Program, the site work, at the Niagara Mohawk (NM) – Ogdensburg Manufactured Gas Plant (MGP) at 10 King St., will be done by National Grid and overseen by the state Department of Environmental Conservation (NYSDEC).

They will remove and replace about 180 feet of sanitary sewer line along King Street to the north of the site, according to the DEC.

It will include removal from the site of demolition, excavation, and construction wastes, along with construction wastewater, and disposal at permitted off-site facilities in accordance with applicable laws and regulations. Excavations will be backfilled with clean fill, and the site will be restored to “pre-construction condition,” the DEC announcement said.

Air monitoring will be conducted during the work.

The work is expected to be done by the end of September.

The site is now a grassy vacant lot surrounded by chain-link fencing and is bordered to the east and southeast by residential properties. It is owned by St. Lawrence Gas Company of Massena.

The MGP was operated at the Site from 1854 through about 1930 using the coal carbonization process. Site structures were demolished in the 1930s after the plant was decommissioned. The site was also the location of a quarry from about 1850 to after 1865, and was used for the storage of propane gas tanks from before 1945 until sometime before 1997.

The site was subject to a cleanup action in 2013 that involved the excavation and off-site disposal of about 10,000 cubic yards of MGP-impacted soil. A soil cover was installed, intended to allow for restricted-residential use of the property.
