Second Ogdensburg man charged, jailed in meth-making case

OGDENSBURG -- City police say they arrested a second person on Tuesday in connection with a meth-manufacturing case where waste from making the drug was discovered near a playground.

Jerome T. Dobbs, 25, of 801 Lake St., Ogdensburg is charged with third-degree unlawful manufacture of methamphetamine, two counts of seventh-degree criminal possession of a controlled substance, criminal possession of a hypodermic instrument and unlawful possession of marijuana.

He was arraigned before Ogdensburg City Court Justice William Small on Wednesday and remanded to the St. Lawrence County Correctional Facility, Canton in lieu of $10,000 cash bail or $20,000 bond.

Investigators say they were tipped off to a methamphetamine production operation, leading to the investigation of Dobbs and Joseph Bateman, 31. That investigation led to a search of Bateman’s residence, as well as a search warrant being executed at Dobb’s residence. Investigators say they recovered “one pot” methamphetamine labs, consisting of plastic drink bottles containing the by-product of methamphetamine production, as well as lab equipment and other components of the “one pot” methamphetamine production method.

On Saturday, Oct. 18, investigators discovered discarded “one pot” methamphetamine labs. Bateman was charged after components of the labs were discovered in a public trash receptacle in New York Avenue Park, police said. That meth lab disposal was linked to Bateman.

On Monday, Oct. 20, investigators say they were called to the 400 block of Mansion Avenue, where a citizen reported suspected discarded meth lab components. There, investigators say they found plastic bags containing more “one pot” labs and lab components. The plastic bags had been hidden in a pile of leaves, left for the City’s D.P.W. crews to pick up at the edge of the roadway in the 400 block of Mansion Avenue, police said. This second disposal has been linked to Bateman and Dobbs, police said. Though no further arrests are expected from this case, more charges are pending, investigators said.
