Richville dissolution study underway, public meeting set for Sept. 12

RICHVILLE -- Residents of the Village of Richville and Town of DeKalb interested in learning more about the Dissolution Study that is underway are invited to a public meeting at the Richville Fire Hall, 71 Main St., on Monday, Sept. 12 at 6 p.m.

The appointed Dissolution Study Committee has been considering the impacts of dissolution since April 2016, with consultation provided by the Development Authority of the North Country and the New York Department of State.

The first phase of the study evaluated how services are delivered to taxpayers in the Village and Town and the costs of those services.

The second phase of the study evaluated viable alternatives for delivering municipal services through both potential shared service opportunities and Village dissolution.

The purpose of the Public Informational meeting is to:

Summarize the work completed by the Committee detailed in the drafts "Existing Conditions Report" and "Alternatives Report" and solicit public feedback and comments, provide an overview of the municipal consolidation process and the incentives offered to communities through the Citizens Empowerment Tax Credit program, and explain the Committee's recommendations.

More information developed during the study, which is being partially funded by a state grant, has been posted by the Committee at www.danc.org/operations/engineering/village-richville-dissolution-study.

Committee members urge residents to attend the Sept. 12 session and to visit the website to learn more about the dissolution process and study findings.

The Village board anticipates the Committee will be finished with the study by Saturday, Oct. 1. Copies of the meeting presentation will be available online and at the Village and Town municipal offices.

Study Committee members are Village of Richville Mayor Blue Jay Fenlong, Town of DeKalb Supervisor John Frary, Ann Adams, Norris Davis, Martin Hassett, Harold Jenkins Jr., Shelley Prashaw, Larry Pratt and Bonnie Raymo.
