The 23rd District Congressman, a Democrat, represents constituents from an area covering Plattsburgh, his home town, through the North Country to Oswego, including Clinton, Franklin, St. Lawrence, Hamilton, Jefferson and Lewis counties and parts of Essex and Oswego counties.
